Scope
The Open Government Partnership (OGP) establishes that the participation of member countries should be based on a collaborative governance model, involving public bodies and civil society organisations in the design, implementation and monitoring of Open Government policies. In Portugal, this role is carried out by the National Network for Open Administration (known in portuguese as RNAA), which acts as a multi-stakeholder forum for dialogue, co-creation and the monitoring of national Open Administration commitments.
The National Action Plans (known in portuguese as PANAA) are the main instrument through which these commitments are implemented. The commitments are designed to be specific, measurable, relevant and time-bound. Following the implementation of the 1st PANAA (2018-2020) and the 2nd PANAA (2021-2023), Portugal is currently implementing the 3rd PANAA (2024-2027), the first action plan to span a four-year period.
All three action plans have been developed through a co-creation process involving public sector organisations, civil society organisations and citizens, in line with OGP principles. Consequently, the RNAA has adopted a participatory and collaborative approach to the design, implementation and monitoring of the NAP. This approach comprises several stages: preparation and planning of the timetable and activities; co-creation of commitments and public consultation; approval and publication of the PANAA; implementation of commitments; monitoring and follow-up of the PANAA's implementation through RNAA meetings; and independent evaluation by the OGP through the Independent Reporting Mechanism (IRM).
