What is it?
OGP stipulates that the participation of member countries should be achieved locally through a network of governmental and nongovernmental entities that will ensure the development, implementation and oversight of a National Action Plan for Open Administration.
The Action Plans are biennial and define ambitious commitments, which must be specific, measurable, relevant and time-bound, and promote transparency, accountability and public participation. In Portugal, these commitments are defined by the National Network for Open Administration and by Civil Society, through an online public consultation here.
The I National Action Plan for Open Administration was submitted to OGP in December 2018 and can be accessed here .
