Commitment #3: DISCLOSURE OF TAX AND CUSTOMS INFORMATION
Description
Disseminate, on a broader and more accessible basis, tax and customs information relevant to citizens and businesses. Evaluation and definition, along with different stakeholders, of issues of relevance to the general public in the area of tax and customs information, with a view to facilitate and simplify access to this information.

Milestone 2 - Implement dissemination plan for the information provided by the AT

Status Reports
Milestone 1 - Develop a plan to disseminate the information made available by the Tax Authority (AT), using differentiated channels
1.1 Completion of the plan to disseminate the active binding information made available by the AT, which can be used as a support element for analysis or clarification of similar questions, posed by taxpayers. The following tasks were foreseen:
1.1.1. Identification of all related content
1.1.2. Confirmation, with the operational areas responsible for their production, of the timeliness
1.1.3. Definition of entry points (within AT web portals) and content publication
1.1.4. Definition of the Governance Model related to the content update process.
1.2 Completion of the plan for the disclosure of administrative instructions, which include circulars and circulated letters, in its two aspects, public or restricted to AT, having the same tasks as the previous initiative (1.1)
Milestone 2 - Implement a dissemination plan for the information provided by the AT
2.1 The report on the implementation of this milestone mentions that the 4 tasks described above [from 1.1.1 to 1.1.4] have been successfully completed, for both channels [active binding information and administrative instructions]. With the definition and approval of the Governance Model [Task 1.1.4.], is being implemented the content update process, which integrates the maintenance procedures. This process has standard market tools, to support content management [for both channels], which implies a learning curve for all stakeholders [Editor, Approver and Publisher], and is expected to be completed by June 2020.
This will become a current procedure inside the AT, which has in the upstream the process of evaluating/creating/updating the two channels: active binding information and administrative instructions.
Milestone 3 - Conduct quarterly working meetings within the framework of the MSF (and other relevant stakeholders identified) to evaluate issues / areas relevant to citizens and businesses in the scope of fiscal and customs information
Organizing quarterly work meetings, with the entire Network to promote the discussion and co-creation of possible measures/commitments that allow responding to the needs of citizens, in their relationship with the AT.
Note: The meetings scheduled for the second, third and fourth quarters of 2019 were not held due to agenda reasons, which the AT regrets. Among the 4 quarterly meetings planned for the 1st NAP, only 3 will be held. Thus, Milestone 3 shows a final progress of 75%, but all the topics discussed at these meetings will contribute to inform and deliver Milestone 4.
Milestone 4 - Consolidate and structure the outputs of the meetings referred to in milestone 3, identifying and operationalizing up to 2 possible commitments to be included in the II NAP
Taking inputs from Milestone 3 - Quarterly work meetings - proposals and suggestions from the members of the National Network [and eventual guests] will be consolidated, which can substantiate up to two possible commitments - with execution responsibility attributed to the AT - to be inserted in the II Action Plan.
It should be noted that the proposals and suggestions are not binding, given that they will be assessed internally by the AT and crossed with initiatives that may be already programmed, both within the scope of AT and derived from external initiatives, to AT and/or Portugal.
