11th Meeting of the National Network for Open Administration

Following the activities and usual functioning of the National Open Administration Network, which took place in the last month of September 11, 2020, the 11th Meeting, where the representatives of the General Secretariat of the Presidency of the Council of Ministers of Transparency and Integrity Portugal were the only absentees.

 

This meeting marked the end of the 1st National Action Plan for Open Government (NAP) and after the opening, the members shared the learned lessons of the 1st NAP and what actions to apply in the future. There were challenges identified at various levels, even so, it should be noted that a the conclusion rate of the 1st NAP is 67%, what translates the capacity to implement and execute, in particular, taking into account that it was the first time that an Open Government initiative, with these characteristics and scope, took place in Portugal.

 

The next item on the agenda agreed for this meeting was the 1st NAP self-assessment process, to which the partners responsible for implementing commitments have already contributed. After identifying the tasks necessary to complete the Self-Assessment Report of the 1st NAP, the participants were invited to review and improve the current version. Then, the report will be publicly available through a public consultation stage, on the OGP Portugal Portal.

The meeting proceeded with the presentation of the timeline (still provisional) for the Independent Reporting Mechanism, which is will begin this quarter.

Moving on with an eye on future, the preparatory work for the II NAP followed with the presentation and discussion of a detailed timeline proposal.

This was followed by a practical activity where participants carried out a group diagnosis on the 1st Action Plan. Using a SWOT analysis framework as a basis participants analysed, in real-time and in a collaborative way, the progress and results of the commitments, now concluded. The objective was to promote a collective reflection and debate, to materialise the individual learnings and experiences, and also to identify potential ways of applying these in the co-creation and development phase of the II NAP.

To conclude, the participants defined the next action steps and agreed the date for the 12nd Meeting, which will be held on September 13 - it will be the first meeting exclusively dedicated to the II Action Plan whose work is now beginning.
