What is the commitment?

Disclosure of the access regime to administrative documents. Highlight that LADA is an important law for promoting transparency and civic participation in Portugal. Through LADA, citizens have the right to request and receive information about administrative activity.

What is the status of the commitment?

Macro activity 1 - Promotional actions about the LADA (Portuguese legal framework for accessing administrative documents and administrative information)

So far, five promotional actions have been carried out.

 

Macro activity 2 - Training actions about LADA to develop skills of public sector technical staff and managers

So far, six training actions have been carried out.

 

Macro activity 3 - Conferences to deepen the Law in specific areas

So far, six conferences have been held.

 

Macro activity 4 - Workshops for Intermunicipal Communities 

So far, eleven workshops have been held.

 

Macro activity 5 - Develop a FAQ dossier about LADA

The frequently asked questions section has been completed and is now available online at CADA webpage.

 

What problem does the commitment aim to address?

Access to public information is one of the fundamental principles of open government. The right of access to administrative documents guarantees citizens the right to request and receive information about administrative activity.

There are difficulties on the part of public services in terms of applying the Law on Access to Administrative Documents (LADA). Reality that has an impact on the implementation of the law.

This commitment aims to promote the training of public service managers and workers on the access regime to administrative documents.

 

What are the causes of the problem?

Lack of knowledge of the Law on Access to Administrative Documents. Applicability to a large universe of Local and Central Administration.

 

What results do we want to achieve by implementing this commitment?

This commitment is an important step towards the development of open government in Portugal. It will improve compliance with the law (active transparency and passive transparency) and increase the number of Persons Responsible for Access to Information (RAI).
