What is the commitment?

Dissemination and training of technicians and managers of central and local public administration in terms of existing and available portals and tools to promote and use new technologies in public participation, transparency and prevention of corruption.

What is the status of the commitment?

Macro activitie 1 - Dissemination and training actions about the Data.gov Portal

The following actions were carried out:

  • 27 FEB 2024 – Workshop “High-Value Data Sets – Open Data in Public Administration” (Lisbon Youth Center);

  • 29 APR 2024 – Webinar “Open Data: Importance for Businesses”;

  • 05 NOV 2024 – Webinar “Developers and Data Scientists: Publishing and Using Open Data”;

  • 05 JUN 2025 – Panel “Open Data and the Dados.gov Portal” at the Portugal Smart Cities Summit (FIL).

Macro activitie 2: Promotional and training actions about the Participa.gov Platform

The following actions were carried out:

  • 15, 16 and 17 JAN 2025 – Three consultation sessions on the National AI Agenda, with a focus on the Participa.gov portal (Lisbon, Évora, Porto);

  • 20 FEB 2025 – Press release on the three main initiatives available on Participa.gov.pt (National AI Agendas, Youth, and Portugal MediaLab);

  • 31 OCT 2025 – Closing event for the TSI project ‘Improving civic participation through emerging technologies’;

  • 10 NOV 2025 – External communication regarding the Public Consultation on the Digital Skills Pact 2026–2030, taking place on Participa.gov.pt.

 

Macro activitie 3: Promotional and training actions about the Public Administration Interoperability Platform (iAP)

The following actions were carried out:

  • 18 FEB 2025 – “Interoperable Europe Roadshow 2025” event (Lisbon Oceanarium);

  • 25-26 SEP 2025 – “Europe Goes Once-Only – Portugal Edition” event (Pavilion of Portugal);

  • 21-22 May 2026 – 14th INA National Congress (Lisbon Congress Centre) featuring a pilot session on the theme ‘Digital Public Services | Interoperability and Open Data’.

 

Macro activitie 4 - Promotional and training actions about the Portuguese digital identity platforms: Autenticação.gov and Chave Móvel Digital

The following actions were carried out:

  • 09 APR 2025 – “Digital Skill Boost – Digital Transformation with Mosaico: Innovation in Public Services” within the framework of Public Innovation: Digital Strategies and Artificial Intelligence in Public Administration and SMEs (NOVAIMS – Nova University of Lisbon, Campolide Campus, Lisbon);

  • 21 MAY 2025 – “Digital Skill Boost – Digital Transformation with Mosaico: Innovation in Public Services” within the framework of Public Innovation: Digital Strategies and Artificial Intelligence in Public Administration and SMEs (CCDR Algarve, Faro);

What problem does the commitment aim to address?

There is a lack of knowledge of technicians and managers of the central and local public administration of the portals developed by the public administration. These portals actively promote the pillars of the OGP, namely participation, anti-corruption, transparency and the use of new technologies to strengthen participatory democracy. However, for new technologies to be effective, public servants need to be familiar with them and know how to use them.

 

What are the causes of the problem?

Several tools and portals have been developed in recent years, which has led to a lot of scattered information. Due to ineffective communication, it has not always been possible to articulate and promote knowledge with Central and Local Administration.

 

What results do we want to achieve with the implementation of this commitment?

The implementation of this commitment will benefit open government in Portugal in several ways. Firstly, it will help improve transparency, as public servants will be better able to disseminate public information through new technologies. Secondly, it will promote civic participation, as public servants will be better able to facilitate citizen participation through new technologies. Specifically, this implementation will increase the number of AP entities using these tools and the consequent impact on civil society.
