Update of the III National Action Plan

 

The National Open Administration Network (RNAA) will launch, in February, the process to update the III National Action Plan (III NAP), a key document within Portugal’s representation in the Open Government Partnership (OGP).

This process will follow an open and participatory co-creation model, aligned with OGP international guidelines, and will involve citizens, civil society organisations, public bodies, and other relevant stakeholders.

The update of the plan will take place between February and June 2026, culminating in the completion and submission of a revised version of the III NAP.

 

Phases of the III NAP Update Process

The process will include five main phases:

1 – Awareness and Engagement - Initial workshops and collection of ideas  (1 February to 31 March)

Organisation of collaborative sessions, consultation moments (questionnaire), and initiatives aimed at gathering initial contributions for the revision of the plan, including workshops and activities promoted by the Network of Innovators.

          Public consultation survey for the update of the III NAP

2 – Public Consultation - Validation and comments on the revised plan  (1 April to 30 April)

Public release of the revised draft plan through the Participa.gov.pt platform, allowing anyone to submit comments, suggestions, or well-founded critiques.

3 – Final Review of the Plan - Adjustments based on consultation feedback  (1 May to 31 May)

Incorporation and systematisation of the contributions received during the public consultation, with the aim of improving the final document.

4 – Feedback on Contributions Received - Publication of reasoned responses  (1 June to 15 June)

Disclosure of responses to the contributions received, ensuring transparency and accountability throughout the co-creation process.

5 – Submission of the Revised Plan - Official submission and publication  (16 June to 30 June)

Finalisation and official submission of the updated III NAP by 30 June 2026, followed by the public release of the final version of the plan.

Through this process, the RNAA reinforces its commitment to promoting a more open public administration, closer to citizens and aligned with the values of transparency, public participation, accountability, and innovation.

Over the coming months, all participation opportunities — including questionnaires and sessions — will be shared on the RNAA website and through the official channels of its members.
